Den Oosthoek is first of all a wine bar, and I would suggest you approach it as one. A glass of wine is a natural way to begin, and the aperitif is an hour the bar suits particularly well. There is also lunch, so you need not wait until the evening to pay a visit.
The terrace is on Oosthoekplein itself, and that is where I would take a seat when the weather is kind. A table outside, a glass in hand, and the square in front of you is, to my mind, a very good way to spend an hour in Knokke-Le Zoute.
